As the state of Minnesota moves towards implementation of the Affordable Care Act, and as required by the law, an Advisory Task Force is being formed by the Department of Commerce. This task force will develop the Minnesota Health Insurance Exchange. Possible candidates are being sought from in the following categories:
5 – Members representing the interests of consumers and employers. Members shall represent rural and urban areas, small and large employers, labor, and the diversity of Minnesota.
5 – Members with demonstrated leadership, expertise, and experience in health care provider organizations, health insurer organizations, Medicaid, or assistance with health benefit plan enrollment and coverage.
2 – Members with demonstrated expertise in public and private health care markets or public health improvement.
The role of the Task Force is as follows:
The task force shall advise the Commissioner of Commerce on the design and development of a Minnesota Health Insurance Exchange. The task force shall regularly report all findings and recommendations to the Governor’s Subcabinet for Health Reform, which consists of the Commissioners of Commerce, Human Services, and Health. The task force will provide guidance and recommendations on a number of policy, technical, and operational issues

- Size of the small group market
- Merger of the individual and small group markets
- Provisions to avoid adverse selection
- Risk adjustment
- Cost, quality, and satisfaction rating for health insurers and health benefit plans
- Navigator/broker provisions
- Technical infrastructure
- Exchange operations
- Long-term governance
- Ongoing funding mechanisms
Task force members will be appointed to serve for two years. Applicants must acknowledge conflicts of interest in their letter of interest. A conflict of interest is defined as (currently or within the last 12 months): a person employed by, a member of the board of directors of, or otherwise a representative of a health insurer, health care provider, navigator/broker, or other entity potentially in the business of selling items or services of significant value to or through the Exchange. A conflict of interest will not necessarily disqualify applicants for the task force.
It is anticipated that appointments will be made in early October 2011 and that the first meeting will also be held in October 2011. Meetings will be held on at least a monthly, if not more frequent basis. In general, meetings shall be held in St. Paul, MN; however, some meetings may be held at various geographic locations throughout Minnesota.
